This review is undertaken for National Land and Water Resources Audit (NLWRA) and the Department of Sustainability and Environment (DSE) to assess the effectiveness of the National Matters for Targets and indicator framework in the Catchment Management Authority (CMA) regions of Victoria.

There is also a broader discussion of the contemporary issues and opportunities associated with implementing monitoring, evaluation and reporting (MER) at the regional level. MER in natural resource management (NRM) is considered here in the context of catchment condition, with a primary focus on monitoring and reporting.
