This report reviews the structure and content of aspects of the National Standards and Targets (S&T) Framework and the National Monitoring and Evaluation (M&E) Framework that
relate to natural resource monitoring and reporting. It was commissioned by the second phase of the National Land and Water Resources Audit (NLWRA2) to improve natural
resource monitoring in Australia, for several purposes.

The first is to improve accountability of expenditure of public funds allocated to environmental and resource management projects
under the auspices of the National Action Plan for Salinity and Water Quality (NAP) and the Natural Heritage Trust extension (NHT2). The second is to standardise reporting procedures across regional natural resource management groups Australia-wide. The third is to improve the quality of information for future environmental reporting.
